Third-party SHAKEN rules deadline almost here

The FCC’s rules on third-party call authentication become effective on Thursday, September 18, 2025. Here’s an overview.

The FCC issued rules in an Eighth Report and Order on call authentication last November 2024. These rules clarify that providers with a STIR/SHAKEN implementation obligation must do the following:

  • Make all attestation-level decisions consistent with the STIR/SHAKEN standards
  • Sign the calls that they originate using their certificate.
    • If they use a third party to perform the technological act of call authentication, then the third party must use the originating provider’s attestation level decisions and certificate in the authentication of the originating provider’s calls.
  • Maintain written records of any third-party authentication agreement(s) they have entered into.

Providers that do not do these things cannot claim a STIR/SHAKEN implementation in the Robocall Mitigation Database.
