FCC removes 185 deficient RMD certifications
The FCC removed the certifications of 185 non-compliant companies from the Robocall Mitigation Database (RMD). This requires all intermediate and voice service providers to stop accepting calls directly from these companies.
The order was released on August 6, 2025. The deficient certifications were removed from the RMD on that date.
All intermediate and voice service providers must cease accepting traffic directly from the non-compliant companies within two business days of the order release date, i.e., August 8, 2025.
Background and timeline
- March 16–18, 2023 — The Commission amended its rules for RMD certification filings to enhance the information collection requirements.
- February 26, 2024 — The amended rules took effect.
- March 29, 2024 — The Wireline Competition Bureau (WCB) notified companies of deficient filings and instructed them to cure the deficient filings by April 29, 2024.
- December 10, 2024 — The WCB issued an order that instructed companies with deficient filings to cure them by December 31, 2024.
- August 4, 2025 — 185 companies still had not cured deficient filings.
- August 6, 2025 — The Commission released an order to remove the deficient filings from the RMD.
- August 8, 2025 — Deadline for other intermediate and voice service providers to cease accepting traffic directly from these companies.
From the first notification of filing deficiencies to the removal of certifications from the RMD took a little over 16 months.
The removal order stipulates that each company named in the order shall not refile in the RMD unless and until both the WCB and Enforcement Bureau consent.
