FCC to vote on new robocall rules
The FCC will vote on new robocall rules in their open meeting on February 27, 2025. Let’s have a look.
Requirements
The draft rules have been published as the Eighth Report and Order for robocalls. It includes the following requirements:
- DNO Blocking. All providers must block using a reasonable Do-Not-Originate (DNO) list.
- The ITG DNO list is reasonable at this time, but the Commission will not declare it to be “presumptively reasonable.” They reserve the right to change their mind if necessary.
- The deadline would be 90 days after the publication of a notice of approval by the Office of Management and Budget (OMB) in the Federal Register.
- Blocking Notification. Providers must send SIP 603+ on IP networks for the immediate notification of analytics-based call blocking.
- SIP 603+ will be the exclusive means of notification. Neither SIP 603, 607, nor 608 can be used instead of 603+ to satisfy this requirement.
- All providers in the call path must transmit the appropriate code to the origination point of the call. Providers must ensure that SIP 603+ maps appropriately to ISUP code 21.
- The deadline would be no later than 12 months after the publication of this order in the Federal Register.
Rich Call Data or other caller name tools
The Commission decided that it would be premature to mandate the display of Rich Call Data and noted this decision in the Eighth Report and Order.
However, the Commission strongly encourages the industry to develop and standardize tools to ensure that this information is provided to consumers without additional charge to the call recipient.
Displaying caller information on fully authenticated calls would be of tremendous benefit to consumers and help restore trust in the telephone system.
Therefore, in this order, the Commission noted that it may consider a mandate in the future if the timely deployment of such tools does not occur without Commission intervention.
Branded Calling ID
Although it was not mentioned specifically in this Report and Order, readers should note that there is a growing interest in Branded Calling ID™, a standards-based Rich Call Data ecosystem and platform, also known as BCID™. This is an industry-led initiative organized by CTIA – The Wireless Association.
From our experience in working with BCID, we believe that it is an excellent approach to branded calling.
