Effective date set for Do-Not-Originate blocking
The effective date for the FCC’s mandate for Do-Not-Originate (DNO) blocking has been set. Let’s have a look.
DNO blocking rules
On February 27, 2025, the FCC adopted a series of regulations—including DNO blocking—as detailed in their Eighth Report and Order regarding CG Docket No. 17-59, which addresses unlawful robocalls.
The rules require all providers in the call path to block calls that are highly likely to be illegal based on a reasonable DNO list.
Commission rules state that telephone numbers on a reasonable DNO list include invalid, unused, and unallocated numbers, as well as numbers for which the subscriber to the number has requested blocking.
A subscriber will request blocking calls to a number if they only use it to receive inbound calls and do not originate outbound calls with that number. Fraudsters sometimes spoof such numbers to trick their intended victims into answering their scam calls.
Effective date
The order set the effective date as 90 days after publication in the Federal Register. The DNO rules were published on September 16, 2025.
This sets the effective date on December 15, 2025.
