FCC contacting providers with past due RMD updates
The FCC has begun contacting providers who have missed the deadline to update their certification filing in the Robocall Mitigation Database (RMD). Here’s what’s happening.
On January 25, 2024, the FCC published a public notice to announce compliance deadlines for the revised RMD filing requirements that the Commission adopted on March 16, 2023, in their Sixth Caller ID Authentication Report and Order.
The compliance deadline for revised RMD filings was February 26, 2024.
The notice included another compliance deadline, May 28, 2024, when providers must no longer accept traffic directly from any provider, including non-gateway intermediate providers, that do not have a certification filing in the RMD.
FCC follow up
In late March 2024, the Commission sent email notices to RMD contacts for noncompliant RMD certification filings. The notices advised the contacts that a failure to submit an updated filing would result in a referral to the FCC’s Enforcement Bureau and possible removal of the noncompliant certification filings from the RMD.
We do not know how many RMD contacts received such emails. Reviewing the RMD filings gives us a (very) rough estimate that perhaps less than half of the RMDs on file have been updated to comply with the revised requirements.

The FCC provided instructions for revising a filing on the RMD website.
Providers should note that compliance involves two things:
- Updating their certification filing in the RMD website and
- Preparing a robocall mitigation plan document.
